Standard certification schemes for conformity to requirements of technicalregulations of the customs union

Scheme 1s includes the following procedures:

  • submission of the application for certification enclosed with technical documentation to the certification body by the applicant;
  • application processing and taking a decision on it by the certification body;
  • collection of product samples for testing by the certification body;
  • testing of product samples by accredited testing laboratory;
  • production audit performed by the certification body;
  • summing up of product test results and results of production audit performed by the certification body and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark;
  • inspection control over certified products.

The applicant takes all efforts to provide stable production process and assure conformity of the products manufactured to technical regulations, forms technical documentation and submits the application for certification of its products to one of the certification bodies having this product type within its scope of accreditation.

The certification body reviews the technical documentation submitted by the applicant and informs the applicant about the decision on the application specifying the conditions of the certification procedure.

The certification body collects the product samples from the applicant to conduct tests.
Sample testing is performed by the accredited testing laboratory by order of the certification body which is provided with the test report.

Audit of the applicant’s production is performed by the certification body. Audit results are documented by the report.

In case of positive findings of testing and production audit, the certification body executes the certificate of conformity and issues it to the applicant.

The applicant applies the uniform conformity mark, unless otherwise is established by the technical regulations.
The certification body carries out inspection control over the certified products within the whole validity term of the certificate by testing the products samples in the accredited testing laboratory and (or) production audit. In case of positive findings of inspection control the validity of the certificate of conformity is deemed to be confirmed which fact is stated in the inspection control report. In case of negative findings the certification body takes one of the following resolutions:

  • suspension of the certificate of conformity;
  • invalidation of the certificate of conformity.
The applicant is notified about resolutions taken by the certification body.
The certification body makes a relevant entry in the Unified Register of Issued Certificates of Conformity and Registered Declarations of Conformity Issued According to the Unified Form.

In the event changes which may have impact on the product’s conformity to requirements established in technical regulations are introduced into the structure (composition) of the products or method of their manufacturing, the applicant informs the certification body thereof in writing prior to introduction of such changes and the certification body takes a decision whether conducting of new tests and (or) production audit is required.

Scheme 2s includes the following procedures:

  • submission of the application for certification enclosed with technical documentation, with a compulsory inclusion of the certificate for the management system (copy of the certificate) issued by the management system certification body and confirming conformity of the management system to the requirements established in the technical regulations, to the certification body by the applicant;
  • application processing and taking a decision on it by the certification body;
  • collection of product samples for testing by the certification body;
  • testing of product samples by accredited testing laboratory;
  • summing up of results of technical documentation’s review, results of product sample testing and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark;
  • inspection control over certified products, control over steady operation of the management system.

The applicant takes all efforts to provide steady operation of the management system and production conditions for product manufacturing conforming to requirements of technical regulations, forms technical documentation and submits the application for certification of its products to one of the certification bodies having this product type within its scope of accreditation.

In his/ her application the applicant specifies the document for conformity to which the management system is certified taking into account that the technical regulations may identify one or several documents for conformity to which the management systems may be certified.

Simultaneously the applicant presents the certificate for the management system (copy of the certificate).

The certification body reviews the technical documentation submitted by the applicant and informs the applicant about the decision on the application specifying the conditions of the certification procedure.

The certification body collects the product samples from the applicant to conduct tests.

Sample testing is performed by the accredited testing laboratory by order of the certification body which is provided with the test report.

In case of positive findings of technical documentation’s analysis and testing the certification body executes the certificate of conformity and issues it to the applicant.

The certified body carries out inspection control over certified products within the whole validity term of the certificate by testing the products samples in the accredited testing laboratory and evaluation of results of inspection control over the certified management system by the management system certification body. In case of negative findings the certification body takes one of the following resolutions:

  • suspension of the certificate of conformity;
  • invalidation of the certificate of conformity.

The applicant is notified about resolutions taken by the certification body.

The certification body makes a relevant entry in the Unified Register of Issued Certificates of Conformity and Registered Declarations of Conformity Issued According to the Unified Form.

Scheme 3с includes the following procedures:

  • submission of the application for certification enclosed with technical documentation to the certification body by the applicant;
  • application processing and taking a decision on it by the certification body;
  • collection of product samples for testing by the certification body;
  • testing of product samples by accredited testing laboratory;
  • test results review and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark on the batch.

The applicant forms technical documentation and submits the application for certification of the batch of products to one of the certification bodies having this product type within its scope of accreditation.

The application shall indicate identifying features of the batch and product items included into it.

The certification body informs the applicant about the decision on the application specifying the conditions of the certification procedure.

The certification body identifies the batch of products and collects samples for testing.

Testing of the batch of products (batch samples) is performed by the accredited testing laboratory by order of the certification body which is provided with the test report.

In case of positive findings of testing the certification body executes the certificate of conformity and issues it to the applicant.

The applicant applies the uniform conformity mark, unless otherwise is established by the technical regulations.

Scheme 4s includes the following procedures:

  • submission of the application for certification enclosed with technical documentation to the certification body by the applicant;
  • application processing and taking a decision on it by the certification body;
  • testing of each product item by the accredited testing laboratory;
  • test results review and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark.

The applicant forms technical documentation and submits the application for certification of a product unit to one of the certification bodies having this product type within its scope of accreditation.

The application shall indicate identifying features of a product item.

The certification body informs the applicant about the decision on the application specifying the conditions of the certification procedure.

Testing of the product item is performed by the accredited testing laboratory by order of the certification body which is provided with the test report.

In case of positive findings of testing the certification body executes the certificate of conformity and issues it to the applicant.

  • conducting of a project study by the certification body;
  • production audit performed by the certification body;
  • summing up of project study results and results of production audit performed by the certification body and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark;
  • inspection control over certified products.

The applicant takes all efforts to provide stable production process and assure conformity of the products manufactured to technical regulations, forms technical documentation and submits the application for certification of its products to one of the certification bodies having this product type within its scope of accreditation.

The certification body informs the applicant about the decision on the application specifying the conditions of the certification procedure.

The certification body carries out product project study by analysis of the technical documentation according to which the products are manufactured, computation results, experiment tests.

Findings of the project study are documented in the report in which the certification body provides an assessment of the product project conformity to the established requirements.

Audit of the applicant’s production is performed by the certification body. Audit results are documented by the report.

In case of positive findings of product project study and production audit, the certification body executes the certificate of conformity and issues it to the applicant.

The applicant applies the uniform conformity mark, unless otherwise is established by the technical regulations.

The certification body carries out inspection control over the certified products within the whole validity term of the certificate by testing the products samples in the accredited testing laboratory and (or) production audit. In case of positive findings of inspection control the validity of the certificate of conformity is deemed to be confirmed which fact is stated in the inspection control report. In case of negative findings the certification body takes one of the following resolutions:

  • suspension of the certificate of conformity;
  • invalidation of the certificate of conformity.

The applicant is notified about resolutions taken by the certification body.

The certification body makes a relevant entry in the Unified Register of Issued Certificates of Conformity and Registered Declarations of Conformity Issued According to the Unified Form.

  • conducting of a project study by the certification body;
  • summing up of technical documentation’s review including product project study results by the certification body and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark;
  • inspection control over certified products (control over steady operating of quality management system).

The applicant takes all efforts to provide steady operation of the management system and production conditions for product manufacturing conforming to requirements of technical regulations, forms technical documentation and submits the application for certification of its products to one of the certification bodies having this product type within its scope of accreditation.

In his/ her application the applicant specifies the document for conformity to which the management system is certified taking into account that the technical regulations may identify one or several documents for conformity to which the management systems may be certified.

Simultaneously the applicant presents the certificate for the management system (copy of the certificate).

The certification body reviews the technical documentation, carries out product project study and in case of positive findings executes and issues the certificate of conformity for the product to the applicant.

The applicant applies the uniform conformity mark, unless otherwise is established by the technical regulations.

The certified body carries out inspection control over certified products within the whole validity term of the certificate by testing the products samples in the accredited testing laboratory and evaluation of results of inspection control over the certified management system by the management system certification body. In case of positive findings of inspection control the validity of the certificate of conformity is deemed to be confirmed which fact is stated in the inspection control report. In case of negative findings the certification body takes one of the following resolutions:

  • suspension of the certificate of conformity;
  • invalidation of the certificate of conformity.

  • production audit performed by the certification body;
  • summing up op project study results and results of production audit and issuing of the certificate of conformity to the applicant;
  • application of the uniform conformity mark;
  • inspection control over certified products.

The applicant takes all efforts to provide stable production process and assure conformity of the products manufactured to technical regulations, forms technical documentation and submits the application for certification of its products to one of the certification bodies having this product type within its scope of accreditation.

The certification body informs the applicant about the decision on the application specifying the conditions of the certification procedure.

The certification body carries out product type assessment using one of the following methods:

  • testing of a sample for future production as a standard agent of all future production;
  • technical documentation’s review, testing of product samples or critical component parts of products.

Findings of the type assessment are documented in the form of a report in which the certification body provides assessment of the product type’s conformity to the established requirements.

Audit of the applicant’s production is performed by the certification body. Audit results are documented by the report.

In case of positive findings of product type assessment and production audit, the certification body executes the certificate of conformity and issues it to the applicant.

The applicant applies the uniform conformity mark, unless otherwise is established by the technical regulations.

The certification body carries out inspection control over the certified products within the whole validity term of the certificate by testing the products samples in the accredited testing laboratory and (or) production audit. In case of positive findings of inspection control validity of the certification of conformity is deemed to be confirmed which fact is stated in the inspection control report. In case of negative findings the certification body takes one of the following resolutions:

  • suspension of the certificate of conformity;
  • invalidation of the certificate of conformity.

The applicant is notified about resolutions taken by the certification body.

  • conducting of type assessment by the certification body;
  • summing up of results of technical documentation’s review including results of type assessment and issuing of the certificate of conformity to the applicant;
  • application of the uniform conformity mark;
  • inspection control over certified products (control over steady operation of the management system).

In case of negative findings the certification body takes one of the following resolutions:

  • suspension of the certificate of conformity;
  • invalidation of the certificate of conformity.

  • submission by the applicant of the application for certification enclosed with technical documentation with compulsory inclusion of: records of undertaken studies; reports on tests carried out by the manufacturer or the accredited testing laboratory; certificates of conformity for component material and parts or test reports (if present); certificates for quality management system (if present); documents confirming conformity of the specified products to the requirements of technical regulations applied to them, issued by foreign certification bodies; other documents confirming conformity of the products to the established requirements in a direct or indirect manner.
  • application processing and taking a decision on it by the certification body;
  • performance and summing up of technical documentation’s review by the certification body and issuing the certificate of conformity to the applicant;
  • application of the uniform conformity mark.

The certification body informs the applicant about the decision on the application specifying the conditions of the certification procedure.

The certification body reviews the technical documentation, calculation results, product testing and other documents confirming product’s conforming to the established requirements in a direct or indirect manner.

Results of technical documentation’s review are documented in the form of a report in which the certification body provides assessment of the product’s conformity to the established requirements.

In case of positive findings of technical documentation’s review the certification body executes the certificate of conformity and issues it to the applicant.

The applicant applies the uniform conformity mark, unless otherwise is established by the technical regulations.

The certification body makes a relevant entry in the Unified Register of Issued Certificates of Conformity and Registered Declarations of Conformity Issued According to the Unified Form.

In the event changes which may have impact on the product’s conformity to requirements established in technical regulations are introduced into the structure (composition) of the products or method of their manufacturing, the applicant informs the certification body thereof in writing prior to introduction of such changes and the certification body takes a decision whether conducting of additional tests is required.
